What a JOKE that fountain is at City Plaza. I have never seen it on. This city does everything half a_s.
No art of fountains at any new developments. Both should be a requirements of developers when moving forward with a project. We have roundabouts on Hillsborough street, no art or fountians in the roundabouts. Hey Raleigh, get a clue
